Some sites are about hardcore fucking and sucking and some are about sex, fun and excitement and although PublicFlash is the latter kind it's members get access to dozens of feeds in every kind of category so the hardcore is only a click away.
If you check out the reviews for PublicFlash I don't think you'll find a negative one because it has great looking chicks exposing themselves to varying degrees in every kind of public place and we're talking about anything from a fast-food drive-thru to a graveyard.
The reactions that the chicks get are what make the sites such fun and some passers-by love what they see and others can't handle it!
The chicks probably get a few bucks but they mostly do it for fun and lots of them are born exhibitionists and jump at the chance of exposing themselves and then seeing the reactions on the web.
